Payne Ratner

Payne Harry Ratner (October 3, 1896 – December 27, 1974) was the 28th Governor of Kansas from 1939 to 1943.
==Biography==
Born in Casey, Illinois, Ratner graduated from Blackwell High School in Oklahoma. During World War I he served as an ensign in the U.S. Navy.
